In short, if you get a link from higher PageRank page to yours, that link is kind of a vote for your site, from Google's perspective - possibly increasing the PR of your site while at it. I posted the list, because I saw people looking for lists for high-ranked directories and as you can see there's a whole lot of them out there. I'm not looked deeply into how useful submitting to blog directories is as far as blog traffic goes, so I haven't gone into submit-frenzy. But submitting in the higher ranking ones is one of the easiest way to get quality links, as directories are ranked high on PR. Correct.
